To do this, I need an offical quote form Helicon Soft, before any payment by credit card.

I have asked this officially to HF support email with no answer.

If you place an order with SWREG and choose "Wire transfer with proforma invoice" as a type of payment, you will get a paper you ask. PayPro should offer the same option. You can try different stores and types of payments to see which paper you like most.
