For all we know - it should be. Why don't you try it? Helicon Remote is free to download and try. Don't forget you need a USB OTG adapter.

Either you're not using an OTG adapter, or your Android has limited USB functionality and won't detect digital cameras at all. Or your Android device doesn't have USB host.

Plug a USB mouse instead of the camera. Does a cursor appear on the screen?

Is there any indication that Android detects the camera? A pop-up message when you connect it? You should also be able to browse camera's storage from built-in Gallery app.
